Persons explicitly authorized to communicate with prisoners at Auburn Prison as part of their regular, operational duties:

• Prison warden and prison physician.
• Prison inspectors. At the Eastern State Penitentiary, prison inspectors visited each prisoners about once per month. ^
• Chaplain. ^

Prisoners guards were authorized to speak with prisoners only in unusual circumstances. The authority of the Prison Association of New York to have members speak with prisoners was a matter of controversy between the Prison Association and the official New York Prison Inspectors.
